Geez... what kind of Health Minister would put up with this sort of malfeasance?
The auditor's report says they were told the contract was awarded due to the consultant's experiences and "political relationships."

In another case, a hospital paid a consultant $170,000 in expenses between 2007 and 2009, and then was told it would have to pay an extra $3,000 if it wanted receipts to support the expenses.
