Let's see... as I recall, when the UN commander on the ground at the time said the original massacre was starting and said "Give me 'X' troops and permission to act and I can stop it", the UN informed him he had NO authority to act and yanked out most of the troops he did have.
Anybody surprised the UN is still working at its sterling best?
