In David Miller's socialist paradise...

-- TORONTO -- As of Mar. 28, Page said 75 people were busted for drug trafficking and 21 others for prostitution. These 96 accused face a total of 192 charges.

The same 96 people have a combined total of 2,089 prior criminal convictions, many of those involving violence, he said.
In fact, it's so idyllic in Toronto... Mayor Miller is gonna go fix China.
Mayor David Miller has rejected calls to postpone next month's trade mission to China, despite an outcry over the communist country's violent crackdown in Tibet.

Taxpayers are shelling out about $70,000 to send Miller, Councillor Kyle Rae and three other city officials to China. Fifteen business people and academics, who are paying their own way, will join them.

The obvious conclusion (using McG's, Miller's & Layton's logic) ....to solve the problem of people having an inordinate number of criminal code convictions we need to ban repeat convictions.
In the interim we'll need a registry for repeat offenders, that will surely stop the crime.

With those guys going to China, their real goal is likely learning how to deal with people who disagree with their equally Maoist policies.
