I especially liked the part where the study posited that random unprotected sex by crack addicts may have been a contributing factor.
Which got me thinking what a safe crack house might look like.
I think there may be an opportunity for the legalize bawdy house prostitution set and the crackhead subsidization lobby to team up and cut a really sweet deal.
Of course the co-operation of the social workers union would be of paramount importance.
