No one is going to buy the government dope which will be a typical government mess when they can buy the good illegal stuff that they have been buying all along. Is Justin going to send his stormtroopers swooping down on junior high schools across the country and round up all the under-19 dope smokers and do what? Give them a stern talking to? Durance vile? Maybe he can stop underage smoking and drinking while he's at it. The only way to make this ridiculous plan work is to increase enforcement and penalties for illegal possession.
