Police have identified the city’s 23rd homicide victim of 2017 as 30-year-old Lemard Champagnie and are appealing to the public for help in tracking down his killers. Champagnie was fatally shot in the Regent Street and Cole Street area at roughly 9 p.m. on Sunday, July 2.
