With respect to that aluminium smelter, one has to assume that the Quebec government has guaranteed that Hydro Quebec will give the smelter a favourable rate. Otherwise, given the amount of electricity needed to smelt aluminum, it's a no-go.

Back in the day aluminum was considered even more valuable than gold, because of it's rarity and the effort required to smelt it. As I recall, Napoleon's son (by his wife Marie Louise) was given an aluminum rattle because the metal was so rare.
