This hyperbolic statement is obviously a response to the usual pressure groups.

'TORONTO ETF KILL HOMELESS SENIOR'
When I worked in downtown Toronto, I would see this guy and his ilk killing time on the streets in between the free meals at the various homeless shelters. He's obviously wearing all the clothing he has... and carrying everything else he owns in that backpack.
The CP24 article does its best to portray him (green military-style pants) as a dangerous racist stormtrooper. From his rather fragile appearance, I'm guessing he would need help using a bathroom.
Meanwhile, every time some twenty-something urban gangbanger smokes an (cough, cough) associate... there is never a description, never mind a picture or any sort of pejorative commentary.
