The investigation alleges Insp. Valarie Gates 'routinely met with' and was being provided guidance by outgoing police chief Kimberley Greenwood, whom Gates, in her own words, referred to as a 'mentor and safe place' to discuss the allegations of misconduct against her. Greenwood did not want to take questions from CTV News about the investigation.
