UPDATE: Despite appearances... not a terrorist incident...
New York Governor Kathy Hochul said the incident happened at 11:27 a.m. when someone driving a car crashed into a median at the border crossing. She added that there's 'no sign' that the incident was a terrorist attack. U.S. Attorney Trini E. Ross said the FBI's initial assessment is that the incident wasn't terrorism-related.
